ABC Plan Conceptual Endorsement
As Presented by the Ocean Outfall Group July 19, 2005
The mission of the San Luis Bay Chapter of the Surfrider Foundation is to preserve, enhance, and protect the biological
health of our coastal environment and its contributing watersheds. The complex wastewater treatment challenges
of the Central Coast require creative solutions. The ABC Plan addresses these challenges. The components of the
ABC plan that most appeal to the Surfrider Foundation are:
- Commitment to reach Tertiary Levels of sewage treatment, full compliance
with the Clean Water Act, and a timely end to the 301(h) Waiver.
- Potential Reclamation of treated waters for reuse and water saving
programs.
- Regional co-operation amongst neighboring communities would enhance
grant-funding opportunities and maximize technical and fiscal resources, thus promoting advanced water treatment
systems and a healthier environment.
- Locating treatment plant away from population centers, coastal waters,
and the Morro Bay National Estuary reduces the chance of environmental degradation to our communities and environment.
- Opportune generation of a water source to be used by Duke Power Plant
as an alternative to the current single-pass, ocean water based cooling system would enhance aquatic life in the
coastal waters.
- Design promotes timely compliance with Clean Water Act regulations,
yet offers flexibility for future advancements.
For these reasons, the San Luis Bay Chapter of the Surfrider Foundation
endorses the concept and ideas presented by the ABC Plan and deem it worthy of further evaluation and review.
With each challenge lies an opportunity!
